The 2026 Japan Export Suspension - What It Means

Japan's Ministry of Agriculture, Forestry and Fisheries (MAFF) has formally suspended all Indian mango import clearances for the 2026 season, citing non-compliance at certain packing facilities in India. This blanket suspension affects all Indian mango exporters, regardless of individual compliance records. APEDA and Plant Quarantine India are in active discussions with MAFF to resolve the matter. We are monitoring this in real time.

What triggered the ban?
Certain packing facilities in India failed MAFF's phytosanitary and packing standards. Rather than isolating action to non-compliant packhouses, MAFF imposed a blanket suspension on all Indian mango imports until a satisfactory corrective action plan is submitted by Indian authorities.
What is the timeline?
No fixed resolution date. Discussions involving APEDA, Plant Quarantine India, and MAFF are ongoing. The suspension will be lifted only upon MAFF receiving and accepting a satisfactory corrective action plan. Follow our live update page for developments.

MAFF Compliance for Indian Mango Imports to Japan

Japan's bilateral protocol with India for mango imports is among the most technically demanding in global fresh produce trade. All requirements below are mandatory under the MAFF-India framework and remain fully in effect for the 2026 season once the suspension is lifted. Vapour Heat Treatment (VHT)
The core phytosanitary requirement. Eliminates fruit fly eggs and larvae using hot saturated vapour. Unlike US irradiation, VHT uses no radiation - it is a thermal quarantine process mandated for all tropical fruit imports into Japan.

Inspector Deputation - The Critical Bottleneck
Japan's bilateral protocol requires Japanese quarantine inspectors to be physically present at the VHT facility in India during treatment. Requesting this deputation requires months of lead time and is the single most common reason the India-Japan corridor fails each year.

Approved Varieties - Only 6 Permitted

Japan's Food Sanitation Law Positive List system sets maximum residue limits (MRLs) for all agricultural chemicals. Unlisted substances default to a 0.01 ppm uniform limit - effectively a zero-residue standard.

Shelf Life Note: VHT treatment reduces shelf life compared to untreated fruit. Alphonso exported to Japan has the shortest shelf life (approximately 3 days at 13–18°C) as it is shipped in ripened condition. Kesar (5-7 days) and Banganapalli (7-8 days) offer longer windows and are often preferred by Japanese importers for distribution logistics.
